Certainty of uncertainty leads us straight into an infinite loop, and Wittgenstein thought the way out was to point to the hinge assumptions which supposedly resolved uncertainty in advance by implication. But all this is a long way from ontological uncertainty, which, as you've said, is itself uncertain: there's no way to solve that problem by looking at 'meanings'.
